Former Councilman E. Barry Topham was honored at the Jan. 5 Holladay city council meeting with a resolution expressing appreciation for his four years of dedicated service. Topham, who did not seek reelection, spearheaded a grass roots campaign to successfully incorporate the City of Holladay prior to being elected and was vocal against a mixed-use plan for the Village Center which eventually led to a second developer to overhaul the project.
